Master’s-to-Doctoral Education Scholarship Program for Outstanding Graduates
An accelerated postgraduate education program that develops outstanding graduates into doctoral scholars through a research-driven ecosystem, highly qualified doctoral supervisors, and integrated learning.

The Directorate General of Science, Technology, and Higher Education Resources, through the Directorate of Human Resource Qualifications, administers the Master’s-to-Doctoral Education Scholarship Program for Outstanding Graduates (PMDSU).
Implemented since 2013, the program is an initiative to accelerate doctoral education and increase the number of doctoral graduates in Indonesia.
Through this program, outstanding graduates are developed into doctoral scholars in a supportive academic environment under the guidance of supervisors with strong records in research and education.
PMDSU also serves as a postgraduate scholarship model integrated with research funding to support high-quality scholarly outputs.
The program has evolved from a national initiative to implementation at Udayana University.
The program was introduced as an accelerated doctoral education pathway for outstanding graduates.
The first cohort was distributed across six participating public universities.

PMDSU is designed to ensure that doctoral education outcomes remain relevant to higher education, industry, and national development.
The curriculum, learning process, and program outcomes emphasize the strengthening of academic capacity, research, and scholarly publication.
The learning process and program outcomes are linked to scientific indicators and the direct application of research results within industry.
The requirements are designed to maintain the quality of supervision, academic processes, and research achievements of PMDSU students.
The institution must hold an A accreditation. The master’s and doctoral study programs must hold at least a B accreditation and must be BPPDN providers. Criteria for the social sciences, arts, and humanities are specified separately in the official guidelines. Select the prospective PMDSU doctoral supervisors to be nominated. Establish academic regulations as the legal framework for program implementation. Establish a dedicated support unit to promote timely graduation and the achievement of international publications. The postgraduate school and/or study program must conduct internal monitoring and evaluation of the Comprehensive Study Plan. The study program must organize a progress seminar or colloquium every semester. Must have a clearly established research track record. Must have highly cited international publications and/or established industry collaboration. Must have a minimum Scopus h-index of 4 and have served as a first author or corresponding author within the past five years, subject to specific provisions for certain fields. Must hold at least the functional academic rank of Associate Professor (Lektor Kepala) and possess a doctoral degree. Must be no older than 66 years for professors and 61 years for doctoral degree holders. Must have supervised at least three doctoral graduates who produced reputable international publications. Must have an international network that supports successful program implementation. Must obtain a recommendation from the university leadership.
The program is intended for outstanding bachelor’s graduates who are prepared to undertake an intensive research-based postgraduate pathway.

An outstanding and recent bachelor’s graduate. Must hold a bachelor’s degree. The maximum age is 24 for non-professional program graduates and 27 for professional program graduates. Must obtain a recommendation from an academic supervisor. Must be an Indonesian citizen. Must not be receiving another scholarship. Must be physically and mentally healthy and drug-free. Must be willing to undertake four years of postgraduate education.
Program funding is provided through the Directorate General of Higher Education’s DIPA budget under the Ministry of Education and Culture, in accordance with the applicable program provisions.
The funding scheme supports postgraduate education and research activities as integral components of the program’s intended outcomes.
Udayana University has been appointed as a PMDSU implementing institution since 2019 and admits students in the field of Biomedical Sciences.
