Launch of the Master of Hospital Administration (MARS) Postgraduate Program at Udayana University: Enhancing Human Resources Quality in the Healthcare Sector

Denpasar, December 12, 2025 – The Postgraduate Program of Udayana University has just launched the Master of Hospital Administration (MARS) Program as a strategic step to address the need for quality human resources (HR) in the healthcare sector. This program comes in response to the increasingly stringent regulations, such as those outlined in Law No. 17 of 2023, Government Regulation 28/2024, and STARKES PMK 1128/2022 from the Ministry of Health, which govern hospital management and qualifications. The launch serves as an answer to the need for hospital managers with a deep understanding of healthcare sciences, as well as expertise in managing hospitals effectively and efficiently.

In the context of the situation in Bali, which has 84 hospitals with a growth rate of 2-3 hospitals per year, the need for competent hospital leaders has become increasingly urgent. With the rapid development in the number of hospitals, the challenges faced in healthcare management and service delivery have become more complex. Therefore, Udayana University, through the MARS Postgraduate Program, aims to provide professionals capable of managing hospitals in a structured and sustainable manner, in accordance with national standards and applicable regulations.

The importance of managerial quality in the healthcare sector is a key focus in the development of this program. One of the main requirements expected from hospital leaders, including hospital directors, is to have a deep understanding of healthcare systems. Therefore, the MARS program is designed to produce hospital leaders who not only have a healthcare background but also possess expertise in professionally managing hospital organizations. In its educational structure, the program prepares not only future hospital directors but also deputy directors and other hospital leaders to have the necessary capacity to manage hospitals effectively.

Along with the continued growth in the number of hospitals in Bali, the demand for qualified human resources (HR) is also increasing. The MARS Postgraduate Program is expected to meet this need by educating competent hospital leaders, both in terms of managerial and administrative skills, as well as the ability to face the evolving challenges in the healthcare sector. This, in turn, represents a significant step forward in improving the quality of hospital services in Bali and its surrounding areas, supported by experts with specific expertise in this field.

With the launch of the MARS program at Udayana University, it is hoped that not only hospital directors will benefit, but also deputy directors and other hospital leaders. The ultimate goal of this program launch is to create a professional network with a comprehensive understanding of hospital management, capable of addressing the challenges in the evolving healthcare sector more effectively and efficiently, ultimately improving the quality of healthcare services in Bali and Indonesia as a whole.
